What a power of attorney actually is
A power of attorney is a written authority. One person, the principal, gives another person, the agent, the power to act in their place on a named matter. UAE law calls that relationship an agency and sets it out in Federal Decree-Law 25/2025, the Civil Transactions Law, at Articles 866 to 903. An agency may be general, special, conditional, or deferred to a future time.
We draft the document, put it into Arabic through a legal translator registered with the Ministry of Justice, check the wording against what the receiving body asks for, and attend the ratification with you. The ratification is the act of a notary public. The ratification is carried out before a notary public. Anything specific to Fujairah, we confirm before you travel.
The two articles that decide what your agent can do
A power of attorney is refused far more often on its wording than on a missing paper. Article 870 of the Civil Transactions Law requires a special agency, specifying the type of act, for anything that is not an act of management and preservation. It names donations, sale, settlement, mortgage, acknowledgement, arbitration, administering and accepting an oath, and pleading before the court. Article 871 explains why that matters.

If the agency is expressed in general terms without specifying what is intended, it shall only grant the agent the power to perform acts of management.
What the instrument has to specify
Every point below comes out of the agency articles themselves rather than from a house style. Name these six and the document says what you meant it to say.
- The act itself, spelled out, because acts of management are all a general power carries
- The title deed number, when the subject of the power is a property
- The company name with its licence number, when the subject is a business
- The court or the case file, if the agent is going to plead
- The term you want the power to run for, since the law follows the document
- Whether the agent may appoint a sub-agent, stated one way or the other
Where the document is ratified, and who decides
Where you live does not set the rules, the emirate that receives the document does. The published federal fee schedule, Cabinet Resolution 19/2024, sits under Federal Decree-Law 20/2022, whose Article 2 excludes local judicial authorities whose notarial services are governed by their own legislation.

Why does this page not list a Fujairah notary office?
Because we have no published Fujairah notary text in front of us. Printing an office, a form or an opening time we cannot source would only put you in front of the wrong counter. We ask the body that will receive your power of attorney what it currently requires, and we give you its answer before you travel.
What does a general power of attorney actually let my agent do?
Less than most people expect. Article 871 of the Civil Transactions Law says an agency expressed in general terms, without specifying what is intended, grants only the power to perform acts of management. Selling, mortgaging, settling, arbitrating and pleading in court each need a special agency that names the act, under Article 870.
Is there a published fee I can look up before I come in?
Not one that settles it for you. Cabinet Resolution 19/2024 sets a federal schedule, at AED 100 for each party to a general or special power of attorney, and AED 50 per page for notarising a translation inside the instrument. That schedule is federal, and it is not automatically the fee wherever your document is ratified.
What does a private notary add on top of the federal fee?
Under the federal schedule in Cabinet Resolution 19/2024, a private notary charges the prescribed fee plus thirty per cent as professional fees. On a power of attorney that is AED 100 plus thirty per cent, so AED 130 for each party. Those are the federal figures. Which schedule reaches your document is something we confirm first.
Do I need the document in Arabic if everyone involved reads English?
Yes. Article 5 of Federal Decree-Law 20/2022 says the instrument drafted by the notary shall be in Arabic, and may be drafted in a foreign language only according to the circumstances and conditions set in a ministerial resolution. We draft in Arabic, prepared by a legal translator registered with the Ministry of Justice.
What happens if the notary does not speak my language?
Article 8 of the federal notary law covers it. If the notary is unfamiliar with the language of the persons concerned, an interpreter whose name is listed in the Ministry’s Interpreter Register is engaged, to interpret in their presence. Interpretation at the appointment is a separate thing from translation of the document.
Does an apostille from my own country work here?
No. The UAE is not a contracting party to the Hague Apostille Convention, so there is no apostille route in. A document signed abroad goes to the foreign ministry of the issuing country, then the UAE embassy or consulate there, then MOFAIC here. MOFAIC publishes AED 150 for individual affairs documents and AED 2,000 for commercial ones.
Who decides whether my power of attorney is accepted?
The body that receives it. A notary ratifies the instrument, but the bank, court, registry or company that has to act on it decides whether the wording covers what your agent wants to do. That is the reason we confirm the requirement with the receiving body before a word of it is drafted.
