The short answer on cost
A government fee is the amount an authority charges to notarise or attest a document, and that authority publishes it. The figures below are the federal ones. Dubai Courts sits outside the federal schedule and publishes its own fees, which is covered further down this page. Our own charge for drafting, translation, checking and attendance is quoted on enquiry, because it depends on what the power of attorney must cover.

The federal government fees, set by Cabinet Resolution 19/2024
These are federal government fees, set out in the table annexed to Cabinet Resolution 19/2024 under Federal Decree-Law 20/2022. They are paid to the notary, not to us. None of the figures below is our charge.

Why the federal figure is not automatically the Dubai figure
Dubai Courts is a local judicial authority with its own notary legislation, Dubai Law 4/2013. Federal Decree-Law 20/2022 excludes such authorities from its scope by its own Article 2, and the federal fee schedule sits under that decree-law. So the federal AED 100 is the federal figure. Dubai Courts sets and publishes its own fees, and you should confirm the current amount on the Dubai Courts service page or at the counter before you pay.

The provisions of this Decree by Law shall apply to all persons performing notarial duties in the State, including the free zones, with the exception of the local judicial authorities whose notarial services are governed by local legislation.
MOFAIC attestation, AED 150 against AED 2,000
The difference is AED 150 against AED 2,000, and it is decided by how MOFAIC classifies the document, not by its length or by how much work went into it. This is the line providers most often get wrong, usually by quoting AED 150 for a general power of attorney, which MOFAIC lists under Commercial Documents. Attestation only enters the picture when the document has to cross a border.

MOFAIC lists a power of attorney of personal nature under Individual Affairs Documents. The published attestation charge for that category is AED 150.
Commercial Documents
AED 2,000 government fee
MOFAIC lists a power of attorney of commercial nature, and a general power of attorney, under Commercial Documents. The published charge for that category is AED 2,000.
What you are actually paying for
A power of attorney has a government fee and a professional cost, and they are not the same thing. The government fee is set by the authority that notarises or attests the document, and it is published. The professional cost covers drafting the powers, legal translation into Arabic, checking the document against what the receiving authority will accept, and attending the appointment with you.
Scope drives cost more than anything else. Under Federal Decree-Law 25/2025, a power of attorney written in general terms grants only acts of management, and anything beyond management and preservation needs a special agency that names the act. A document drafted too loosely gets refused at the counter or at the receiving authority, and the government fee is paid again on the second attempt.
What actually changes the total
None of these is our fee. They are the things that move the government fees, and the amount of professional work behind the document.
- The number of parties. Item 9 of the federal schedule charges per party, so a second principal or a second agent changes the government fee.
- Whether the notary is a public notary or a private notary. Under the federal schedule the private notary adds 30 percent as professional fees.
- Which authority notarises the document. Dubai Courts sits outside the federal schedule and publishes its own fees.
- How many pages of translation the instrument carries, because item 11 charges AED 50 for each page of the instrument.
- Whether the document has to leave the UAE or arrive from abroad, which brings MOFAIC attestation and its category into the picture.
- How tightly the powers are drafted, because a refused document means paying again for steps that have already been paid for.
What we charge for, and why it is quoted on enquiry
We do not publish a price for this work. The work is not the same from one power of attorney to the next, so we quote once we know who the parties are, what the powers have to cover and which authority will receive the document.
Drafting the powers
We write the powers so they name the acts you need, in the form the notary and the receiving authority will accept. Cost follows the number and precision of those acts.
Legal translation into Arabic
Instruments are in Arabic. A foreign language document needs a translation by a legal translator registered with the Ministry of Justice. Cost follows length and how technical the wording is.
Checking it against the receiving authority
A bank, a court, a registry and a land authority each accept different wording. We check the draft against the body that will receive it before anyone pays a government fee.
Attending the appointment
Ratification happens before a notary public, and we attend with you, hand over the file and answer questions the notary raises about the powers.

The route decides which fee schedule applies. A federal notary and Dubai Courts do not publish the same fees, and we confirm the current amount before quoting.

The quote lists the government fees as government fees, with the item they come from, and our charge as a separate line. You can see what goes where.

You approve, then we draft and attend
Nothing is drafted and no government fee is paid until you have accepted the quote. Ratification then happens before a notary public, and we attend with you.
Where people are overcharged or surprised
Most of the confusion on this subject comes from mixing a government fee with a provider’s fee, or from moving a figure from one authority to another where it does not belong.
- A quote that shows one total and does not separate the government fee from the provider’s own fee.
- The AED 150 MOFAIC figure quoted for a general power of attorney, when MOFAIC lists a general power of attorney under Commercial Documents.
- A federal figure presented as the Dubai figure, when Dubai Courts publishes its own fees and sits outside the federal schedule.
- Per party, not per document. Item 9 charges AED 100 for each party to the power of attorney.
- Translation pages. Item 11 charges AED 50 for each page of the instrument, so a longer instrument costs more to notarise.
- A second document. Item 9 charges for each party to the power of attorney, so if the powers do not reach the act you need and a second power of attorney has to be executed, that document carries its own government fee.

How much does a power of attorney cost in Dubai?
There are two separate amounts. The government fee is set by the authority that notarises the document, and under the federal schedule item 9 charges AED 100 per party to the power of attorney. Dubai Courts sits outside that schedule and publishes its own fees. Our charge for drafting, translation, checking and attendance is quoted on enquiry.
Is the AED 100 government fee per person or per document?
Per party. The wording in the federal schedule is “Execution or notarization of the general or special power of attorney”, and the fee is AED 100 for each party to the power of attorney. Two principals and one agent is a different government fee from one principal and one agent.
Why does a private notary cost more than a public notary?
Because the federal resolution says so. Article 2(2) has the private notary charge the fee in the schedule plus 30 percent as their professional fees. For a power of attorney that turns the AED 100 government fee into AED 130 per party. Both figures are government fees, and neither is our charge.
Does the federal AED 100 fee apply at Dubai Courts?
Not automatically. Federal Decree-Law 20/2022 says by its own Article 2 that it does not apply to local judicial authorities whose notarial services are governed by local legislation. Dubai Courts is such an authority, under Dubai Law 4/2013, and it sets and publishes its own fee schedule. Confirm the current Dubai amount with Dubai Courts before you pay.
How much is MOFAIC attestation for a power of attorney?
It depends on how MOFAIC classifies the document. The Ministry publishes AED 150 for Individual Affairs Documents and AED 2,000 for Commercial Documents. A power of attorney of personal nature sits in the first list. A power of attorney of commercial nature, and a general power of attorney, sit in the second.
Does a special power of attorney cost more than a general one?
Not in the federal government fee. Item 9 covers the general or special power of attorney in one line, at AED 100 per party, so the type does not change that amount. What changes is the work. Under Federal Decree-Law 25/2025 a special agency has to name the act, which means more drafting and often more pages.
Do I need to pay for an apostille?
No, because there is no apostille route into the UAE. The UAE is not a contracting party to the Hague Apostille Convention. A document issued abroad goes through the foreign ministry of the issuing country, then the UAE embassy or consulate there, then MOFAIC in the UAE, and the MOFAIC category decides the fee.
How much does the translation add?
There are two different things here. The notary’s own fee on the translation is a government fee, and item 11 of the federal schedule charges AED 50 for each page of the instrument. The translator’s professional rate is separate, it is not a government fee, and we quote it with the rest of the work.
Why do you not publish your own price?
Because a published price would be wrong for most people who read it. The work depends on how many parties there are, what the powers must cover, how many pages need translating and which authority will receive the document. We would rather ask a few questions and give you a figure that holds than print one that does not.
Is an affidavit or a signature authentication the same government fee?
No, they are separate items in the federal schedule. Executing and notarising an affidavit is AED 300. Authenticating the signatures in an instrument of unspecified value is AED 200 per party. Neither is the power of attorney item, so check which item a quote is actually built on.
