We can draft a deed that names the document you want and names every act your agent will perform, in Arabic, ratified before a notary public. We cannot tell you whether the authority that issues the certificate accepts an agent at all, so put that question to it before you commission anything.

Most people asking about this authority are no longer in the country. That is the honest reason the deed exists: someone has to act here while you are somewhere else. It also changes the document, because a deed executed outside the UAE is not simply posted in. It has to travel a legalisation chain before any authority here will look at it.

if issued from outside the country, the same shall be certified by the official authorities: The Ministry of Foreign Affairs in the concerned country, the UAE embassy in the concerned country and the Ministry of Foreign Affairs and International Cooperation, UAE.
Collecting a document in your name is ordinary agency
There is nothing special about this in law. Applying for a document and collecting it are acts done by an agent for a principal, and UAE agency law in Federal Decree-Law 25/2025, Articles 866 to 903, judges them like any other. Article 871 says an agency expressed in general terms, without specifying what is intended, grants only acts of management. Article 870 requires a special agency naming the type of act for anything beyond management and preservation.
That has a consequence people miss. Article 897 extinguishes an agency on completion of the work entrusted to the agent, on expiry of the term specified for the agency, and on the death or loss of legal capacity of either the principal or the agent. A deed you signed before you left can still be alive years later, or it can have run out on its own term. Read the deed you already hold before you commission another.
Name the document, then name each act
Naming an act is what makes the deed carry it. Naming it does not make any authority accept the deed, and we cannot tell you which of these your matter needs, because that is the issuing authority’s rule and not ours.

Ask the issuing authority before anything else
Put the question to whoever issues the document. Can an agent apply, and can an agent collect? Get the answer in writing if you can.

Name the document and every act
We draft so that each act you want the agent to hold is written in, because Article 870 requires a special agency specifying the type of act and the dispositions it entails.

Arabic text and certified translation
The instrument is in Arabic. Dubai Law 4/2013 requires a foreign-language document to carry a certified translation, both versions signed. Dubai Courts asks for legal translation approved by the Ministry of Justice.

Ratification here, or legalisation abroad
If you are in the UAE, ratification is before a notary public, who verifies identity, capacity and consent. If you are abroad, the deed runs the attestation chain instead.

Can someone else apply for the certificate on my behalf?
We cannot tell you that, and no provider honestly can. Whether an agent may apply, and whether an agent may collect, is set by the authority that issues the document, under its own rules. Ask it first. What we can do is draft a deed that names the document and names each act, ratified before a notary public.
Can you tell me the processing time and the government charge?
No. Nothing we can source covers the processing time or the charge for this document, so we will not put a number on either. Ask the issuing authority. What is published is the notary side: Cabinet Resolution 19/2024 sets AED 100 per party, and a private notary charges that plus 30 percent, so AED 130. Dubai Courts sits outside that federal schedule under Dubai Law 4/2013.
Will a general power of attorney cover it?
Do not assume so. Article 871 of Federal Decree-Law 25/2025 says an agency expressed in general terms, without specifying what is intended, grants only the power to perform acts of management. Article 870 requires a special agency specifying the type of act for anything beyond management and preservation. Name the document and name the acts.
I have already left the UAE. What happens now?
The deed is executed where you are, then attested by the foreign ministry of that country, then by the UAE embassy or consulate there, then by MOFAIC inside the UAE. MOFAIC publishes AED 150 for individual affairs documents and AED 2,000 for commercial documents. The original must be in Arabic or English, or carry a legally certified translation, and must not be laminated.
My country issues apostilles. Does that shorten the chain?
It does not. The UAE is not a contracting party to the Apostille Convention, so there is no apostille route into the country and an apostille from your own state does not replace anything. The consular chain still applies in full: issuing country’s foreign ministry, UAE embassy or consulate there, then MOFAIC here.
What language will the notarised deed be in?
Arabic. Federal Decree-Law 20/2022 says the instrument drafted by the notary shall be in Arabic, and may be drafted in a foreign language only in circumstances set by a ministerial resolution. In Dubai, Law 4/2013 requires a foreign-language document to have a translation by a certified translator, with both versions signed. Notarising a translation carries a federal fee of AED 50 per page.
I signed a deed before I left. Is it still alive?
Read it. Article 897 of Federal Decree-Law 25/2025 extinguishes an agency on completion of the work entrusted to the agent, on expiry of the term specified for the agency, and on the death or loss of legal capacity of the principal or the agent. There is no general statutory validity period, so the term is whatever the deed says.
A template I was sent cites Article 955. Should I use it?
No. Article 955 belongs to Federal Law 5 of 1985, which Federal Decree-Law 25/2025 repealed, and that decree-law came into force on 1 June 2026. Agency now sits at Articles 866 to 903, and revocation at Article 898, which lets the principal revoke or restrict the agent’s authority at any time, with exceptions.
